
Solution:
On the desktop, Navigate to Start and select Run. In the Run dialog box, type gpedit.msc
. Press OK to launch Local Group Policy Editor.

Expand Local Computer Policy, expand Computer Configuration, expand Administrative Templates, expand System, and then click Credential Delegation.

In the Settings pane, double-click Allow Delegating Fresh Credentials with NTLM-only Server Authentication.

In the Allow Delegating Fresh Credentials with NTLM-only Server Authentication dialog box, do the following: Click Enabled.

In the Options area, click Show.

In Value, type WSMAN/*
, and then click OK. Make sure that Concatenate OS defaults with input above is selected, and then click OK.

That did nothing for me.

this is bull*hit . nothing seems to work when you try to get help online. Microsoft is blocking free information online so that you need to contact them and then pay them for support now; the world is S*it and Microsoft is BullS*IT!!!!!!
