Solution:
Run PowerShell as administrator.
Install-Module PowershellGet -ForceWhen asked to install NuGet provider, press Y and follow with Enter.
# Set strong cryptography on 64 bit .Net Framework (version 4 and above)
Set-ItemProperty -Path 'HKLM:\SOFTWARE\Wow6432Node\Microsoft\.NetFramework\v4.0.30319' -Name 'SchUseStrongCrypto' -Value '1' -Type DWord
# Set strong cryptography on 32 bit .Net Framework (version 4 and above)
Set-ItemProperty -Path 'HKLM:\SOFTWARE\Microsoft\.NetFramework\v4.0.30319' -Name 'SchUseStrongCrypto' -Value '1' -Type DWordRestart your Server

PowerShellGet requires NuGet provider version ‘2.8.5.201’
I will try and get NuGut Provider and see if that fixes it.

Jason, did you give a try? I am also running into same error “complaining about Nuget Provider” on Windows Server 2016.
